Configuration for infrastructure retry behavior.
struct OptionsOverview
This is the cross-platform version of the retry options. Each platform’s test runner reads from the same InfrastructureRetryOptions in the Shipfile.
Presence of the infrastructure_retry block in the Shipfile enables retries. There is no explicit enabled flag — omit the block to disable.

Instance Properties
var initialDelaySeconds: Double?Delay in seconds before the first retry. Subsequent retries use exponential backoff with jitter. Default: 2.
var maxAttempts: Int?Maximum total attempts (including the first try). Default: 3.
var maxDelaySeconds: Double?Maximum delay cap in seconds. Backoff will not exceed this. Default: 60.
